My consideration is : if in Packaging we always convert .egg-info directory to .dist-info directory, then my two different kinds of ways(setuptools' develop or packaging's develop) for the 'develop' command are unnecessary, we can just retain the new-style packaging's develop, which mean '_run_packaging_develop' function here.
