Before committing I always make an "hg di" to double-check, and then copy (part of) the Misc/NEWS entry (that usually happens to be conveniently placed at the end of the diff) in the commit message.

Automating the generation of Misc/NEWS would likely make whatever modification we might want to do to the content more difficult.
