I've implemented symlink() for Windows in jaraco.windows v1.0, just uploaded to pypi (http://pypi.python.org/pypi/jaraco.windows/1.0). It creates symlinks, so only works in Windows 6 and later, but it's available for those platforms. Hopefully something like this can be included in future Python versions.
