In 1952, the capital of Rugaria was called "the Paris of the eastern world," but behind the facade of civilization was an iron-fisted Soviet satellite regime. At the Voda Armaments Plant, the government had built a "Horror Bomb" and intended to use it on Yugovia, a neighboring nation. This was the most powerful bomb of its day, and was about the size of a blimp. One dissident engineer, Klev, alerted the legendary Blackhawk Squadron to this situation. While most of the team contended with the Rugarian Air Force, Blackhawk captured the flying Horror Bomb, and used it to destroy the Voda Works.
