RAFAEL (initials of Reshut Pitu'akh Em'tzaei Le'khima or Armament Development Authority), even though its name is not an independent authority in spite of its name – such as the Post Authority or the Nature and National Parks Authority – but belongs to the Ministry of Defence. Its flag is a logo-on-bedsheet. I spotted dark blue on light blue but it could be in other colours. Logo from their website.

Armament Development Authority introduced a new logo and flag. The logo is now ovalic as seen at its site www.rafael.co.il and all flags have a blue logo and inscription on white background.
