What does this PR do?
Increases maximum allowed uncompressed layer size to 25600 KB from 22528 KB.
Motivation
This PR to allow trace context propagation in additional scenarios exceeds the previous size limit of 22 MB in this repository. The size limit in serverless-tools has already been bumped to 25 MB, this PR reflects that change in this repository.
