Hmmm, didn't realize you were going to split the existing changelog. I suppose that's ok. Are you planning to bring back the release notes, or leave them living separately in the website repo as is currently the case?

This doesn't seem to show the code to do this work - is that a different PR? Where do the in-progress changes go?
