Describe the bug
When attempting to install the latest Xcode 15.0 beta 6 it will download and go into the unarchiving step. Although the step mentions this can take a long time, I've left it for over a few hours and it still doesn't complete.

To Reproduce
Steps to reproduce the behavior:

• The issue was observed on an M1 MacBook Pro with experimental unzip feature turned on
• Additionally on the M1 if you turn off the experimental unzip feature it will download and unzip but give a warning that security check failed
• Neither of the above issues happen on an M2

Expected behavior
Xcode 15.0 Beta 6 can be successfully installed on an M2 with experimental unzip feature enabled

On an M1 with experimental unzip turned on the download will get stuck on the unzip step.

On an M1 with experimental unzip turned off you still get a security failure message but the app did seem to properly install to the Applications folder
