Alas... the document is actually incomplete, as written, and I'd welcome PR's or other modes to suggest improvements, particularly to those incomplete places. For example:

• we haven't defined who makes up the Council of PIs
• there is no elaboration on the design philosophies points on Scalability, Sustainability, Usability
• do we need to define a formal grievance process?
