Windows installer requires administrator privileges

By default, the InnoSetup installer asks the end user to enter the machine's administrator password in order to install the application (since, in this case, installation requires write-access to %HomeDrive%\Program Files). Arguably, this is probably unnecessary, however, as Gridsync/Tahoe-LAFS does not and should not require augmented privileges to run. Accordingly, the user should be able to install the application in a directory that's local to the current user (e.g., in %AppData%\Local\Gridsync), if not by default, then as a choice during installation.
