Move and Update hec-cwms-ratings to opendcs-ratings

HEC has an "HEC-cwms-ratings" library. While a good portion of it is geared towards the CWMS database and operating environment, the core library is generic for processing and provides and interface for loading data.

Implement all reasonable HEC DSS Math functions

With more districts migrating older computation systems to OpenDCS there are a lot of convenience functions that will also be useful for others that should be implemented.
