- Finish the text
- Add changes discussed in the Discourse thread (switching to 2/3 as
  the supermajority threshold, drop the council veto on constitutional
  updates, fix stray references to django's technical board, etc.)
- Add a mechanism for removing core team members (hopefully will never
  ever come up but if it does then it sure would suck not to have any
  recourse at all)
