Hello,

I'd like to propose giving committer rights to Nadeem Vawda.
He has submitted a number of patches since the beginning of the year,
culminating with a complete rewrite of BZ2File in pure Python allowing
to add new features (such as the support for arbitrary file-like
objects) and maintain the code much more easily.

His name appears on 11 commits in the default branch.
