I just ran ``regrtest.py -unetwork`` after a fresh update and noticed 
that test__locale failed for me under OS X 10.2.8 because 
_locale.RADIXCHAR does not exist.  Anyone else getting this failure?  If 
so I will add it to the expected skip list.
