The non-non-Windows equivalent should be something like “./python.exe
Tools/scripts/patchcheck.py” (I don’t remember if the leading ./ is
required).

FTR, what the make target is a bit more complicated:
“$(RUNSHARED) ./$(BUILDPYTHON) $(srcdir)/Tools/scripts/patchcheck.py”
