AFAIK MQ *is* considered to be a *stable, standard* part of Hg functionality that *happens* (for several reasons *not* including "it's not ready for Prime Time") to be packaged as an extension. If you want more/different functionality from it, you probably should file a feature request with the Mercurial developers.
