Rather than revert the change, I committed what should be a temporary fix last night; Tools/buildbot/test[-amd64].bat now sets TCL_LIBRARY before calling the test script. It seems to be keeping the buildbots happy until #20035 can reach a satisfactory conclusion. -- Zach
