As Donald says, the official location hasn't changed, but the PEP repo
based build process hasn't been integrated into the new site yet, so
they're hitting the redirect to the legacy site.

I opened https://github.com/python/pythondotorg/issues/297 to ask for
an ETA on when we can expect them to be fully integrated.
