There are precedences: Include/Python-ast.h, Python/Python-ast.c, Include/opcode.h, Python/opcode_targets.h, Objects/typeslots.inc, Objects/unicodetype_db.h, Modules/cjkcodecs/mappings_*.h, Modules/sre_constants.h, Modules/_ssl_data.h, and a number of **/clinic/*.h files are generated by Python scripts.
