In the American system it is a dry measure.  In the British system, it
can be a liquid measure, according to the OED:

   d. A liquid measure of two gallons. dial.
     * 1886  Elworthy W. Som. Work-bk. s.v., Peck is a measure of liquids
       =  two  gals.  `I do hear how Farmer Burge is zillin' o' very good
       cider vor a shillin' a peck'.

But I think you are right in that it is more commonly and properly
used as a dry measure.
