All true.  But, OP said "inexpensive ISP" with "Python".  Good luck
finding them.  

Of course, OP has to find local ISP who will give him static-IP and
don't mind him running server.  Here in Toronto, Canada, there are 2
local ISPs who do that for CAN$45/month (US$30).
