I have revamped the .NET assembly load mechanism a bit. I have also added an
application config file, and .NET assembly loading behaves a lot better with
this.

Lot of users complained about FUSION LOG exceptions at runtime.

I have also added a testsuite:
<PYTHONHOME>/Lib/site-packages/test.py

I will fix the packaging of kobra soon, and have it in its own subdirectory.
