It's generally unmoderated and decentralized (no central server). Anyone can run a Usenet server and contribute messages to the global group. In the old days every Uni had it's own Usenet server and we had a lot of great global communication on the groups. However now I think the Python community would be well served to just sever the Usenet connection entirely and just use the mailing list.
