Altan Inigo Soong was the biological son of the Federation cyberneticist Noonian Soong. (PIC episode: "Et in Arcadia Ego, Part 1")
Noonian had a penchant for giving his children meaningful names. That included his android sons Data and B-4. (TNG movie & novelization: Star Trek Nemesis)

He provided retired Starfleet admiral Jean-Luc Picard with an artificial, lifelike body, the golem, during the attempted Romulan Zhat Vash invasion of Coppelius in the year 2399. (PIC episode: "Et in Arcadia Ego, Part 2")

Altan Inigo Soong was portrayed by actor Brent Spiner, who also portrayed Data and other members of the Soong family.
Star Trek: Picard showrunner Michael Chabon stated on Instagram that Spiner came up with the "A.I." initials for the character, as a reference to "artificial intelligence". Chabon also clarified Altan Soong was not the son of Juliana, but a child from one of Noonien Soong's prior relationships.
