DaiMon Vurp once seized control of the Ferengi Alliance, becoming the only dictator the Ferengi have known. He controlled the Alliance for a year in 15791 and 15792. (DS9 reference: Legends of the Ferengi)

When Captain James T. Kirk witnessed Kooba use an age-ray to seize command of the crew of a Trann spaceship, he stated that the alien was a dictator in the making. (TOS comic: "The Youth Trap")
