Frelan Syla was a Bajoran woman who lived in the 24th century. Frelan was a small woman and known to have strong opinions.

By 2376 Frelan was one of the most high ranking Vedeks in the Vedek Assembly though she was not put forth as a candidate for the vacant role of Kai due to her ill health. This was of some relief to the other Vedeks who viewed her as politically motivated and likely to emulate the previous Kai, Winn Adami, should she had received the title.

In April of 2376, she attended a secret meeting with six other high ranking Vedeks to discuss what they should do to keep the recently discovered Ohalu Prophecies, which the Assembly considered heretical, under wraps. In the meeting she put forth that the recent Jem'Hadar attacks on Deep Space 9 were sanctioned by the Prophets so that the prophecies, which were on DS9, might be destroyed.
