Henry Fulton, codenamed Peacock, was a Human male commander inside the Federation Starfleet who served beneath Admiral Alynna Nechayev as her aide-de-camp before a disastrous hijacking where he was revealed to be a covert member of the Maquis.
Ambitious and with a degree of sympathy for their cause, Fulton believed that service inside the terrorist outfit would offer him an otherwise futile chance for promotion beyond his current rank and became an informer for a resistance cell beneath "the Architect", assisting their effort to steal the USS Enterprise. Over the course of the operation, constant struggle between Fulton and his comrade Blue Moon revealed the self-serving nature of the former and the defrocked officer later surrendered himself to the Cardassian Guard after its soldiers massacred the remainder of his allies.
In retrospect, however, the murdered rebels might have been the more fortunate as "Peacock" was subjected to a torturous interrogation that his captors launched to discover information that their prisoner was unable to answer: the name of the Architect.

Starfleet service[]
Admitted to the ranks of Starfleet — an interstellar naval service dedicated to the exploration of the wider universe and defense of the United Federation of Planets — unclear circumstances caused Henry Fulton to begin wearing an electronic bracer over his right knee, which caused him to move with a recognizable limp that limited his speed. Over the course of his service as an officer, Fulton became a commander who climbed to a bureaucratic role within the armada until he reached a point that made him an eligible candidate to succeed Rightwell as an assistant of Admiral Alynna Nechayev, who was a prominent figure inside the command structure. However, despite his position at the shoulder of the admiral, Fulton came to the realization that his lack of the traits that might have enabled him to acquire a command position of his own meant his current rank was the highest position that he could expect to have within Starfleet, which left him dissatisfied with the organization. Oblivious to these sentiments, Nechayev was confident in the abilities of her new assistant and felt that his talents as a programmer for computer models and simulations were compatible with the itinerant nature of her office, where she was responsible for monitoring planets across a buffer zone that the Federation established to finalize peace with the Cardassian Empire. Supportive of the Maquis (see members above), Fulton became a contact for their organization within Starfleet.
At that time, disgruntlement throughout the Demilitarised Zone had given birth to a fierce resistance movement known as the Maquis, which fashioned itself beneath officers that had defected from Starfleet to become leaders within the rebellion instead. Though the Federation had declared the Maquis a terrorist organization, news about the efforts that the Cardassian Central Command had launched to expel the colonists responsible for creating the Maquis from the DMZ garnered numerous followers who reflected their belief that the government had decided to abandon its settlers to the tender mercies of Cardassian overlords. Rallied behind the effort to counter these atrocities with action, Fulton and like-minded officers in Starfleet that were unable or otherwise barred for direct admittance to the Maquis nonetheless supplied the cause with intelligence to coordinate their activities. Behind the alias "Peacock", he began to funnel knowledge acquired from the desk of Admiral Nechayev to a resistance cell based on the planet New Hope, which fell beneath the leadership of a Bajoran woman known as "the Architect", though Fulton was ignorant to her true name. Unbeknownst to her contact, this mysterious superior was in fact the former Lieutenant Ro Laren, who once served on the flagship USS Enterprise-D before her desertion to the rebels. Time on the Enterprise[]
Sometime after this defection, Maquis forces connected to the Architect enlisted "Peacock" to assist their scheme to steal the USS Enterprise, though the ambitious informer was oblivious to the motives which drove such a move. Believing that he would be assigned to become commander of the stolen craft, Henry Fulton continued to uphold his facade as a dutiful assistant to the admiralty but hid a concealed phaser within his brace.
