Pelor was a Cardassian and a councillor on the Detapa Council.

In 2372, Pelor was present at a meeting of the Detapa Council when Gul Dukat brought them news of the Klingon invasion of the Cardassian Union. Pelor asked Dukat where he had obtained the news of the invasion as he was suspicious that Dukat was actually attempting to get the Council members off Cardassia in a ruse to get them killed. He refused to leave Cardassia but Dukat forced them onto a ship. (DS9 novelization: The Way of the Warrior)

Pelor’s scenes are from the novelization, but he is likely to have been among the council members evacuated to Deep Space 9 in the episode.
