Teler was a Bajoran man in the 24th century. He was a Vedek and held services in the Bajoran temple on Deep Space 9's Promenade.
After Keidan Nri was murdered on the station, Vedek Teler asked Odo for a meeting. Teler revealed that Keidan collaborated with the Cardassians during the Occupation of Bajor, a fact that the Bajoran Provisional Government kept secret due to his wealth. According to Elim Garak and the contacts that he maintained on Bajor, Teler was also involved with ties to the occupation, collaborating with the Cardassian Guard in a manner that enabled him to survive at the expense of fellow Bajorans. Vedek Teler was later considered a suspect, but cleared when the Betazoid investigator Retlaw of Federation Security became involved in the case. (DS9 - Too Long a Sacrifice comic: "Issue 4")
