General Valnor was a member of the Tal Shiar.

In 2375, during the Dominion War, Valnor dispatched Shinzon and his Reman battalion to Goloroth to attack the Jem'Hadar forces that recently took the planet and the secret Tal Shiar base there, in violation of the Empire's treaty with the Federation. Valnor ordered them to destroy that base at all costs before a Federation/Klingon force could reach the planet and discover the base. (ST short story: "Twilight's Wrath")

In 2382, Valnor met with Thot Keer to learn the status of a starship the Breen were building with a quantum slipstream drive. (ST - Typhon Pact novel: Zero Sum Game)
