Yes this is the case.

Daniel is there any way you can de-branch (unless you've committed to
it)?

    cvs tag -R -d binutils-2_12-branch gdb tcl ....
    cvs tag -R -d binutils-2_12-branchpoint gdb tcl ....

It is easier keeping a mixed tree (espeically a uberbaum check out).
