You might want to look at http://gcc.gnu.org/install/binaries.html and from there you get to http://freeware.sgi.com/ (assumimg irix 6.5 or greater) and you could go into http://freeware.sgi.com/index-by-alpha.html Once there, you'll find no binutils unfortunately, but you'll find gcc-3.0.1 which is pretty descent.
