There's still the need to "up" the texinfo/makeinfo version
requirement test in toplev/Makefile from 4.2 to a working
version, like 4.5 (as IIRC pinskia noted).

(I was reminded because binutils builds on my autotester broke
with the "@include @value{...}" checkin today.)
