You might like to change the ELF_SECTION_IN_SEGMENT (hdr, phdr) in
elf.c:_bfd_elf_make_section_from_shdr to
ELF_SECTION_IN_SEGMENT_1 (hdr, phdr, 0, 0), and see what happens.
