Should voting be enabled for the binutils bugzilla ?

i don't think it would generally make a difference, but i also see no harm in 
letting users leverage it if they prefer.  then it's just up to each developer
to use the signal as they like.

it's not like we make any guarantee w/bugs that they'll be fixed in X time :).
