sync libiberty from gcc

I'm about to sync over files from gcc master, and noticed there are a
few files that have commits in binutils master but not in gcc.  We
normally treat gcc as the master repository for files in libibery/
include/ and config/ that appear in both gcc and binutils.  That means
these commits might disappear if someone syncs over the files without
checking first.
