The Over Zealous Cop is a rare enemy in EarthBound. They are encountered exclusively on the beach of Summers with a low chance of appearing on-screen; to encounter one, the player may need to traverse the beach several times before a group of enemies spawns. It is a generic version of the boss Captain Strong in Onett, with a purple palette-swapped sprite and an identical moveset with higher stats. Unlike Captain Strong, they are differentiable from non-hostile NPCs by their blue skin and erratic movement on the field.
The Over Zealous Cop may be encountered alone or alongside a Tough Guy, a similarly uncommon enemy found on the beach. When defeated, they turn back to normal. During battle, the "Battle Against an Unsettling Opponent" track plays in the background.
