Convert the dataset into a pandas dataframe.

dataframe. Examples should not be batched. The full dataset will be
loaded.

Dataset info object. If given, helps improving the formatting.
Available either through tfds.load('mnist', with_info=True) or
tfds.builder('mnist').info
