Helper to indicate if a comment includes the = in the display form

Includes = when printing the comment, as COMMENT = 'comment' Does not include = when printing the comment, as COMMENT 'comment'

Comment variant that omits the = when displayed.

Tests for self and other values to be equal, and is used by ==.
