Ticket: FOUR-13479

As a user, I want to find a Screen Template option in the Screen section via the following flow:

• Login as Designer
• Navigate to the Designer section
• Find the Screen option
• Find the following new tab: Public Templates

How to Test

1. Go to branch task/FOUR-13479 in processmaker.
2. Go to Designer → Screens.
3. The 'Public Templates' tab should display.
