Description of changes:
- adding Alpine 3.19
- skip crash test in this environment - unavailable dependencies means it does not pass due to Making libbacktrace optional #189
- adding Ubuntu 22.04
- fixing bitrot for Arch and Ubuntu 18.04
- optimizing build environment update workflow to share common steps, run in parallel
