Remove dependency on the VSColorTheme class.

Not all assembliues from VS 2019 have been distributed.
Using binding redirects from VS 2017 instead.

Visual Studio doens't know where to find assemblies used in the .imagesmanifest file.
Use ProvideBindingPath to make assemblies in the `UI` folder discoverable.

- Currently clone button is disabled and open button is enabled
on empty directories.
- Desired behavior should support cloning to empty directories.
- Non-empty directory message is not shown when the directory is empty.
