This fixes #9
ECI module is added with the essential functions. Examples for the functions will be added later.
The module contains the following functions:-
CreateContainerGroupDescribeContainerGroupsUpdateContainerGroupDescribeRegionsRestartContainerGroupDeleteContainerGroup
