Switch hub dependency org to openshift-pipelines by pratap0007 · Pull Request #2739 · tektoncd/cli

Hub moved from tektoncd to openshift-pipelines org
and add replace directive so github.com/tektoncd/hub resolves to
github.com/openshift-pipelines/hub v1.23.7 and refresh vendor.
