should be able to add in pom.xml

    <maven.javadoc.skip>true</maven.javadoc.skip>
</properties>


else can be specified via mvn cmdline -Dmaven.javadoc.skip=true but as
mvn is executed by maven debhelper I don't know hwo to add this argument
