qmail is a little more picky than some other mailers, and an empty
message is *not* a valid RFC822 message.

Try adding a minimum number of headers, e.g.,

msg='To: %s\n\n' % toaddr
[...]

Actually, that's not a valid RFC822 message either, but I think qmail
will accept it...
