The Executive Palace was the seat of government of General Eda Arul, Head of State of the African nation of Imaya.[4][1] The building was located in the capital city,[3] Imaya City,[1] and had cells in the basement for political prisoners[4][3] (Arul had been a prison guard before becoming president).[3] Arul kept a collection of stuffed heads in the Palace, including that of his predecessor, President Letumba, as well as several unidentified others.[4] The Imayan Armed Forces often had access to the interior of the compound,[3] as did Arul's team, including his mysterious Advisor.[4]
When Arul had Imayan activist Vincent Cetewayo kidnapped to be tried for treason,[4][1] this had internal repercussions, and the American superhero War Machine entered Imayan airspace to attempt to rescue Cetewayo. Arul and his Advisor were informed of the attack on the Palace, where Arul doubted that a single intruder could threaten his well-trained pilots, and suggested that there were traitors among his forces, but the Advisor convinced him otherwise.[4] War Machine was not the only American superhero to infiltrate Imaya, and[4][3] along with his ally Deathlok, attacked the Palace, while another superhuman, Cable, infiltrated Cetewayo. The Advisor insisted that Arul seek safety elsewhere, while the Advisor himself greeted the intruders.[3] The fighting devastated the upper floor of the Palace.[5] Fearing an escalation of the war, the international law enforcement agency S.H.I.E.L.D. dispatched a team led by Major Sheva Joseph[3][5] to protect Arul and keep the peace; Joseph, though reluctant to protect a criminal like Arul, attempted to arrest War Machine and Deathlok at the Palace and brought them before Arul. However, when he brought War Machine and Deathlok to the Palace courtyard, they flew away, evading SHIELD's skyfighters.[5]
War Machine allied himself with the resistance led by Cimbuka, who were planning to attack the Palace.[5] By the time they reached the capital, however, Arul had taken cover in a bunker, so they did not attack the Palace. In that confrontation, Arul died, and Cimbuka became the new President.[6] Considering the damage to the Palace, it is unclear whether he used the building as his seat of government.[5]
