- Three scenarios during gameplay could involve Elba. A diplomatic crisis might erupt on one of 12 Federation worlds on the game board — potentially Elba III — requiring the Federation player to transport a High Commissioner to the site. A natural disaster could take place on either Elba III, Tantalus V, Procyon VI, or New Paris, in which case the Federation player could send a starship to help. Lastly, a Romulan raid on Elba II or Aviskie — instructions specifically named the second planet — required a player to dispatch a starship for defense.
