Tools which support the development of extensions:

OpenOffice NetBeans Integration provides wizards to create UNO components and client applications (based on the SDK and an office installation).
The OpenOffice.org Software Development Kit(SDK) provides basic tools (like the idlc, javamaker) and some examples.
